3. Bidder Qualification Requirements

Bidders shall meet all of the following criteria or provide relevant documentation:

① Have the ability to independently assume civil liability, and submit copies of the bidder’s business license (or equivalent legal entity/organization certification) affixed with the official seal.

② If the bidder is not the manufacturer of the bid product, a valid product authorization letter for the bid item shall be provided.

③ Original or copy of the credit certificate issued by the bidder’s bank, dated within three months prior to the bid opening.

④ If the bid documents are signed by an authorized representative (appointed by the bidder’s legal person), submit the original Power of Attorney for Legal Representative—which must include the legal person’s handwritten signature or corporate seal.

⑤ Demonstrate possession of the necessary equipment and professional technical capabilities to fulfill the contract (provide a letter of commitment or other supporting materials).
