3. Bidder Qualification Requirements
Qualifications or Performance Required for Bidders:
(1) If the goods to be supplied by the Bidder under the Contract are not manufactured by the Bidder itself, the Bidder shall provide an official authorization letter from the manufacturer. Authorization letters from representative offices, branch offices, or sub-branches (which lack independent legal liability) are not accepted. A manufacturer may only entrust one agent for the same brand of goods, and neither the manufacturer nor its authorized agent may participate in the bidding simultaneously. (Authorization letter format is provided in Volume I of the International Competitive Bidding Documents for Mechanical and Electrical Products Procurement.)
(2) Domestic Bidders shall provide a copy of their business license (with the official seal affixed to the copy); Overseas Bidders shall provide registration certification documents from their place of incorporation (with the official seal affixed to the copy). For Bidders without a seal, a registration certification document signed by the legal representative shall be submitted.
(3) Power of Attorney from the legal representative and identification of the authorized representative.
(4) Package 1: Within 3 years prior to the bid submission deadline, the Bidder must have sales performance of no less than 1 set of similar products. Supporting documents include copies of relevant contracts, invoices, or user acceptance certificates (signed or stamped with the Bidder’s official seal).
