• Qualifications or Experience Required of Bidders:

1. 1）Bidders shall be independent legal entities or other organizations that comply with the provisions of the "Bidding Law of the People's Republic of China" (domestic bidders shall provide a business license, while overseas bidders shall provide local registration documents).

2. 2）The bidder and the manufacturer/refurbisher of the bid goods shall have no major violations of laws in their business activities within the past year, no history of winning bids through unfair competition practices, no major economic criminal cases, and no contract termination or losses as defendants in lawsuits due to any违约, illegal, or unethical behavior (a written statement in the format of Appendix 6-3 shall be provided).

3. 3）The bid goods shall be either brand-new or second-hand refurbished equipment. The bidder must clearly specify the nature of the bid goods in their bid documents (for second-hand equipment, the production year and serial number must be provided).

4. 4）The bid goods shall have no major operational accidents or significant quality complaints within the past three years (a written statement in the format of Appendix 6-3 shall be provided).

5. 5）The bidder must have sold no fewer than five units of the same model of magnetron sputtering deposition equipment to wafer fabrication plants.

6. 6）The bidder must have sold no fewer than five units of the same model of plasma chemical vapor deposition equipment to wafer fabrication plants.

7. 7）The bidder and the manufacturer/refurbisher of the bid goods shall possess the necessary equipment and technical expertise to fulfill the contract (a description of the professional equipment and technical capabilities shall be provided).

8. 8）The bidder or the manufacturer/refurbisher of the bid goods shall have a dedicated after-sales service机构 in China, along with a experienced equipment maintenance team (including equipment and process engineers), to ensure timely technical and commercial support for users (a lease agreement or property certificate for the office address shall be provided).

9. 8）If the bidder is an agent, they must obtain and provide an exclusive authorization letter and an after-sales service authorization letter from the manufacturer/refurbisher of the bid goods specifically for this project.

10. 9）Consortium bids are not accepted for this project.

11. 11）Bidders must complete valid registration on the机电产品招标投标电子交易平台 (hereinafter referred to as the "E-Trading Platform," website: http://www.chinabidding.com) designated by the Ministry of Commerce of the People's Republic of China before the bid submission deadline. • Domestic Potential Bidders: Representatives purchasing on-site must bring the original Letter of Introduction or Power of Attorney (which must specify the intended tender project number and be stamped with the company seal), a copy of the company's "Basic Deposit Account Opening Permit" or the "Basic Deposit Account Information" printout from the RMB Bank Settlement Account Management System, and the necessary information for the Tendering Agency to issue a VAT invoice for the purchase (Tax ID, Address, Phone Number, Bank Name, and Account Number). For mail orders, scanned copies of the first two documents listed above and the VAT invoice information must be emailed to the Tendering Agency contact.
